Halo 2 Random Speed Glitch *solved*

Hey guys, I just got a new computer and installed Halo 2 Vista and when I start the game and it goes to the city with the capital ship - it is all sped up, the background jumps through all the images incredibly fast. I tried loading a campaign map and the same thing happened ~ When moving I would glitch around everywhere and the game play was all sped up. Any ideas on what's going on? How2Fix?

Have to force g-sync.

Latest build of cartographer also frame locks at 60fps so it would've solved it as well.
