I was, in fact, editing the Halo2.exe and not the global profile. I have absolutely no clue why it's not forcing vsync. I didn't know F7 would get rid of the border. It's not a big deal, even with windowed mode input latency is more than acceptable.

I'm using Project Cartographer on a gaming laptop with a GTX1060 as well as an integrated Intel graphics. By default, without any command line arguments on halo2.exe, there is no vsync. I have tried forcing vsync through NVIDIA Control Panel, trying dedicated fullscreen, and borderless windowed...
