If you have any servers up, you have to sign in with the account on halo 2 or i guess XBOX.com and agree to the new terms and conditions for LIVE.

I have been having issues joining games and getting the live browser to load. Quite a few players have been having similar issues.
Apart from not accepting the GFWL terms the other problem can be with the GFWL marketplace.

If you uninstall GFWL Marketplace, download and install a new version and sign in it may resolve the 'unable to join' issue.

Or if you are banned / blocked.
I had that issue before. But i similly reinstalled windows
