You need to install .Net Framework 4.6. If already installed, reinstall it again. Be sure to run this application as an administrator.

By the error it seems that you have some internet issues. Be sure to restart the router or something and include this in your firewall.

Yeah your using an outdated launcher. If you go to the settings tab, there should be an option to force update. Unless that's appearing on initial execution of the launcher, then you'll need to replace it with the latest version, go here to download it (Click the Get Patch button)
