Just locate the vehicles tag in the campaign map you want to edit. Scroll down that tag until you see the seats section (usually about half way down).
The first seat (0) will have a bunch of check boxes. Make sure this seat is set to driver (so check it if not). Make sure Invalid For Player is not checked.
BTW, if you select the Invalid For Non-Player then usually the AI driver (if there is a physical one) will be forced out when they and the vehicle are first spawned.
